Just to clarify, if it was me, I would uninstall and reinstall Strawberry Perl.
(This is lingo from Windows XP, but your installation is similar.)
Settings
Control Panel
Add or Remove Programs
Scroll down to Strawberry Perl
Click the Remove button.
Exit the windows.
Download the latest Strawberry Perl from the website, i.e., http://strawberryperl.com/.
That should be a .msi file.
Run it.
