I believe you may proceed from a false assumption. In my 13 years here, I cannot recall having seen an instance of someone being down-voted for a nationality, or for discussing something from the perspective of a particular nationality if the discussion was conducted in a respectful, non-(abusive|mocking) manner.

In the post you refer, you provided very little context for understanding the point of view. At that time in the Chatterbox, there was actually the question if the post were meant as a joke. My own response attempted to stay with just the facts presented, including an update asking for additional information after one of your two considerably-limited responses. As to the down-votes of which you speak, they may very well be a result of the lack of context and constructive input, although some of them may be a side-effect of being co-incidental several recent posts suggesting changes to the site that, rather than providing a valid stand-alone use-case appeared (if memory serves) to be "boiled down" to the form "well, site X does it, why shouldn't we?". I can say, however, that posts that are abusive, full of "attitude", or are meant to offend will quite often garner a large number of down-votes in a very short time.

In my experience, this is generally a very inclusive community, with people who are willing to help when someone respects the fact that those here are giving of their time freely. One of the quickest ways to sour others to attempting to help, however, is to come in with a poor attitude.

    Hope that helps.

    Update: 2014-12-16
Changed "You" to "I believe you may" in the first paragraph, first sentence, because I realized I could be in error as well.

    I am not french
Well, I am French. And I have certainly not seen any sign of disrespect for the French (or any other nation) on this site. It might of course occur that some people might bash some other citizenship, but I believe their post would be quickly downvoted.

Other than that, on the underlying subject, I have explained with some details on my answer posted on your other thread that I am actively involved in making Perl documentation available in French, but that I would not waste my time translating the PM UI into French, because it would be of no use to anyone.

If we think of PerlMonks “mostly as a reference database,” as it is, then it is inescapable that most of the content ... a vast amount of it, by now ... is in English.   While it is possible to, say, “skin” the site templates with a choice of translations, that still would do nothing for the content.   (Content of this sort does not lend itself well to machine-translation.)   Even though people do come here from all around the planet, there is only one “language of conversation,” and virtually the entire database contains posts in just one human language.   The content can’t be “adapted.”   So, you have to “adapt.”   No disrespect here ... just pragmatism.

And yes, this site does support user-ratings that can be +1 or -1, and it only presents you with the arithmetic sum.   Don’t take such things personally.   (For the most part, don’t take ’em at all.)   Here is one of the very-best resources on the Perl language ... in the English language.   Use it as an information resource, and as a very fast source of peer-review by truly competent people.   Just make the best of it as it is.
