I don't know what that actually means beyond "it's being linked to from perl.org's Community site". Are there any other connections, like funding...
Indeed, this is something I've been wondering for a while now. I think TPF pays whatever bills PerlMonks might have, though I believe we're still getting hosting from Pair for free.
