The Windows subsystem for Linux is available on ARM as well (see https://www.youtube.com/watch?v=Nm8EM8d8xto).
You should be able to build a Perl from source without too much trouble, using the WSL.

    This isn't native Windows ARM64 though. Cross compiling seems possible.

      Depends on what you mean by native. Most of Windows userland on ARM is actually running using a compatibility layer. Whereas the WSL linux is 100% ARM.
