Sure -- by "their protocol" I was referring to MIDI 1.0, which is what the currently available API package that's been collecting dust since 2003 exists for. Are you aware of a MIDI 2.0 package for SP?

No, but then I haven't looked and don't know what you're trying to achieve. Even if there were it would more likely be a perl package rather than anything Strawberry Perl specific.

I'm developing a MIDI controller; all the scripts were written in Perl of course. If you have any leads, using MIDI 2.0's features would make it waaay cooler. If you're interested, pls take a look at my OP for more of a background on my situation -- the only reason I'm using SP is because it's backwards compatible with the abandonware that I'm using to run Win32API::MIDI.

ActiveState, once you've setup the environment properly shouldn't be a problem in terms of compatibility. If you consider the module upon which you depend to be abandonware perhaps adopting it and adding the support or features (MIDI 2.0) you need would be a good idea. My audio workflow is pretty much analog with few exceptions. In terms of controllers, my monome supports Open_Sound_Control.
