1: intellij IDEA IDE (there's a free community version) with the Perl5 plugin. Add Devel::Camelcadedb for in-IDE debugging support. I've been using this setup for a very long time. 2: For installing packages, use perlbrew. The IDE I mentioned is completely compatible with it. 3: Try Par::Packer.
