User names are only required to be unique among active users. When a user account is locked, it is taken out of that state and thus its name is made available again.

Hopefully it's not possible to unlock accounts, else there could potentially be 2 accounts with the same name.	[reply]

gods can unlock as well as lock accounts. It's rare to unlock an account. Obviously, when we do that, we have to be very careful for that exact reason.	[reply]
