Is this the right repo for the perlmonks site? https://github.com/perlmonks/perlmonks. I ask because the last commit was in 2012. Does that mean the site became perfect over 5 years ago? Or is it still possible to adjust things?

A quick glance at Tidings will show you just quite how much has changed since 2012.

Ok. So is that sort of an answer to my question about where these changes are being made, like a GitHub repo? Because if so, I'm not really better informed yet :-)

From Can I get the PerlMonks source code?

No. ... all of the code and data lives in the database, except for a very small kernel of static perl modules and scripts. In order to replicate PerlMonks, you'd have to get not only those few files but also all of the code stored in the database, as well as the infrastructural data records (lookup tables and whatnot). ...

If your objective is to contribute to the maintenance of the PerlMonks site itself, you can. You simply have to join the pmdev group.
