Theseus, did you ever get this problem of yours resolved? I'm having all the similar probs right now, but can't find any solutions and this node ends here. What's the good word?

Resolved? Well, it depends on what you mean. =) I no longer am pounding my head against the wall, but only because I learned C# and gave up trying to get Perl to work for ASP. Bottom line is that there is no documentation, there is no support, and it just didn't work. Now, I'm happy I learned C#, it's another thing to put in my bag o tricks, and it's taught me a lot about object oriented programming that I never learned from Perl, but I still wish I could develop Perl components for .NET so that I could fully use all the tools at my disposal(no CPAN for C#, know what I mean?).

Okay, well, for me the problem was a permissions problem. Mainly, my asp file(in my web root) did not have access to the PERL directory. I changed all that and now everything works perfecto.
Such a simple fix that I wonder how many others have overlooked it. Perhaps that was the same problem you were having; perhaps not.
