There is the CPAN module authors mail list, I think it is more or less "official". Most authors (should) subscribe it. See http://archive.develooper.com/module-authors@perl.org/ See also http://archive.develooper.com/modules@perl.org/ That is the best place to discuss what to do in these cases (I guess).
