I saw this today also:
Bundle::Schwern - a bundle of modules that Michael Schwern likes...
Mike does a lot of great work for the Perl community but this is right along the same lines in terms of lacking description and direction... but then again, CPAN is quite non-judgemental and that has its good points. Carter's compass: I know I'm on the right track when by deleting something, I'm adding functionality
