I would have thought that Perl with MySQL would be your best choice, but then I'm a little biased because I've never seen the point of PHP. acme (who doesn't frequent PerlMonks any more) has over 100,000 recipes in his searchable database at http://astray.com/recipes/. Knowing him, it's probably implemented in Perl, MySQL and the Template Toolkit.
