They don't do mod_perl (which requires a dedicated host), but I've been very pleased with jaguarpc. The pricing is cheap and the uptime is good.

For $9.95 a month ($7.95 if prepaid 12 months, you get 300Mb space, 15Gb transfer, unlimited subdomains, unlimited POP email (with SpamAssassin if you want), free perl module installations, secure shell, ftp access, and 10 MySQL databases. You'd be hard pressed to find a better deal.

They support all the following languages/protocols (as quoted from their site: HTML, VRML, C/C++, Perl 5.6.1, PHP 4.x (latest) w/Zend Optimizer 1.1.0, Ruby 1.6.5, TCL, Python 1.5.2, CGI, SSI, JavaScript, WAP/WML/Wireless, XML, Shockwave/Flash, QuickTime/Real Media HTTP Streaming.
