Definitely KOMODO for me. There is an expensive professional version and a cheap personal version available: the difference being that the personal version does not have the Visual Package manager, the GUI builder and Source Code Control integration available. Another nice thing is that KOMODO has support for a lot of other languages as well, can render HTML-output from your scripts and can XSLT transform XML-files.
