1. If you are running Windows XP Home, then IIS is not shipped with it.
2. Assuming that you do have IIS or some other server, the download dialog can mean a problem with file (MIME?) types - Internet Explorer doesn't know what to do with the file of the specified type/extension, so offers to download it as a last resort.
