In the usual incantation:
perl Makefile.PL
make
make test
make install
the build library ( blib) is created by the second
line make, and is most useful in the third line
make test. You cannot use blib before
make.
And if you can't even after that, there is something
seriously wrong with your makefile / machine / Perl installation
/ file system / what not.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
