I was always under the impression that every day one monk who was eligible for voting did not receive their allocated votes in a "feature" known as the scapegoat. I can't quite remember where I first read about this but I am sure it was on somemonk's homenode. I myself was the scapegoat on the 12th December.

horizontal scrolling (and possible janitor
intervention).
