Actually, I have, and I've actually written one or two. And I don't mind that you voted me down. I don't really care about the points.
There appears to be a difference, though, or perhaps I'm not understanding
the problem (entirely likely).
(from the "clarification")
- User fills out a form which includes their e-mail address and the path on their workstation/computer
where the file is
I took this to mean that the user is sending the file to herself. Not to another.
- File(s) specified are sent as an attachment and NOT stored on the website server
Note that it doesn't say... stored temporarily and then erased... it says not stored.

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
