I think this is a big task :-) The have been attempts at cobol front ends for gcc and such. Most have died. There is one that is active, somewhat working (dunno how much, but maybe significantly), and translates cobol to C. Perhaps it could be a starting point. Check out http://www.opencobol.org/modules/bwiki/.
