This is a big question. There are plenty of editors and interpreters
for Perl, but there's no complete IDE. I'd like to come up with
a good, freeware system for both UN*X and NT, but I lack the time.
(Hmm... that would be a good "Fermat's Last Theorem" sort of deal...

For the Mac there's BBEdit, which I've been a fan of since its initial development. It does syntax coloring, etc. A really good system would have editor/debugger integration, syntax coloring, toolkit GUI development, fast integration with HTML templating systems, etc. Well, it would be a good open-source project, and I'll try to launch it once I have the time and energy...
