It never made it to the list. The guy posted a tantalising "amazing job opportunity, mail me for details" style message. The link only went out in private mail.
And of course, what kind of moron would invite in more competition for the jobs by posting it, say, on a discussion board for perl programmers? :)
The normal reaction would be to keep it quiet so nobody else finds out and takes the jobssss, my precioussss.

Oh, right. Sorry, I forgot that it was a mail me for details thing. It sounds to me though like one of those "Price to low to show" deals though. Also, a quick google for projectjapan (one word) results in that site at the top of the list.
