As stvn pointed out, the most effective way to analyze Perl software is not through static source code analysis, but by taking advantage of the dynamic nature to gather information at run-time.

Of course, that does mean that the expensive analysis software your company bought wasn't going to be any help, but it doesn't mean the task is impossible.

Looking at the output of the various profiling and coverage tools, it seems like you could perform a similar code analysis function with reasonable results by combining the source-code and run-time information.
