The links list at the top of the table should contain all 50 states. If nothing happened in Iowa this week (and Dog knows, there's little that ever happens in Iowa...), then the Iowa link at the top should not have a HREF tag.

There is no guarantee that there will be headlines for all 50 states.

If a location is given that's not in the list of 50 states (e.g. "D.C.", which is in the ticker as of this writing), should it be added to the list at the top of the page? -- Ryan Koppenhaver, Aspiring Perl Hacker "I ask for so little. I'd have to say yes. But the list of states (and districts. Stupid District of Columbia...) should be static. Just the HREF tags for the states (and districts. Did I already mention that stupid District of Columbia?) should be present or not, depending it there's a headline for them. --Chris e-mail jcwren	[reply]
