I high recommend PAR, I've been use for a long time on my Windows network environment with success.

You can install easy with Activestate ppm by Bribes Repository

If you're using windoze, you want PerlApp which is part of the ActiveState Perl Dev Kit. Works great.

I have used ActiveState's Komodo to do this, it will package everything into the executable and run portably.

For the sake of completeness there is also perl2exe. I've used both PerlApp from ActiveState and perl2exe and they both have advantages and disadvantages. But it's been a few years since I've used either so much could have changed.
