cgi-lib.pl is of historical interest as the best we had before we had CGI, which has been one of the Perl core modules since Perl 5.004 in May 1997.

Unless you have some godawful dependency on using Perl 4, it's hard to think of a reason to use cgi-lib instead of CGI.
