Krang's configuration system supports instances much like you describe. It uses my Config::ApacheFormat module to manage them, which you might find useful.
In general, I recommend you keep it simple. Unless you're absolutely sure you need something like ConfigViaWhatever I think you'd be better off skipping it. Choose a single relatively easy to learn config syntax and stick with it for all your instances. -sam
