Easiest is probably to use the CPAN shell:

perl -MCPAN -e 'shell'
install Net::SCP
[download]

(It'll ask some configuration questions the first time you run it)

Hello If I use `$ ppm install Net-SSH2 Installing package 'Net-SSH2'... Error installing package 'Net-SSH2': Could not locate a PPD file for p +ackage Net-SSH2` [download] does this mean SSH2 is not there on server?	[reply] [d/l]

There is, however one for Net-SSH. linked here. An alternative would be to use the cygwin shell's perl and make tools to install Net SSH via CPAN.pm "What should it profit a man, if he should win a flame war, yet lose his cool?"	[reply]
