Did your version of Perl come with a guarantee that the CPAN-modules would conform to your idea of a code repository? Mine didn't.

I'm sure there are other programming languages that come with promises of inherent reliability and security ("Eiffel" springs to mind), so why don't you go there and preach your gospel to the converted over there?

My experience is that the vast majority of the Perl community can work reliably with CPAN, so it becomes a matter of "I'm not wrong the whole world is wrong".
