Plugin Functionality?

Spidy has asked for the wisdom of the Perl Monks concerning the following question:

Greetings, fellow monks.

I've lately begun working on a web-based system that looks like it will have a lot of code added on to it later as we add more features. For this reason, I'd like to try and implement a sort of 'plugin' functionality a la Wordpress. However, I have no clue exactly where to start. Can anyone give me some pointers or ideas on how to do this?
