Figured it out! The URI was wrong! :)
Working:
print SOAP::Lite
->uri('http://localhost/Demo')
->proxy('http://localhost/cgi-bin/soap/hibye.cgi')
->hi()
->result;
Doesn't work:
print SOAP::Lite
->uri('http://localhost/cgi-bin/soap/Demo')
->proxy('http://localhost/cgi-bin/soap/hibye.cgi')
->hi()
->result;
