Your appearance (or not) in Other Users also depends upon whether you checked the hidden login option (or whether it was set for you by, say, a certain option in a tool such as PerlMonks::Mechanized (beta)). IIRC, Other Users refreshes every 2-3 minutes, so you may remain visible for a brief period even after, for example, you login as hidden. Likewise, you may remain invisible for a period of time after you "decloak" by saying something in the CB.

How does one login as "hidden" ? And what's "decloak" (referenced by both planetscape and blue_cowdawg) ?

I'd guess that those are users that have accessed the perlmonks web page during the last minutes. So probably you aren't shown in the list if your previous browser request has been too long ago. | [reply] [Watch: Dir/Any] |

I have occasionally idly wondered myself what the algorithm
is for the Other Users list is and for that matter
how PM decides when you last visit here was.
Case in point was one time I used up all my votes and
for three days I didn't get replenishment. When I asked
the gods why I was told that the Vote Fairy doesn't
like folks that don't visit often enough.
I found that to be a fairly curious answer given that
I had not only voted on nodes, but had posted replies
as well.
I do, however, know that if you speak in the CB or
hit the decloak button your last visit marker
will get updated.

Skulking around in an invisibility cloak doesn't get you noticed by the vote fairy, even if you do stuff like tweaking peoples noses or creating and answering nodes. To get noticed you have to make yourself heard and seen by either removing your cloak or by speaking up in the CB.
The vote fairy considers it would be too much work to check each of the 41,312 registered monks every night to see if they need their votes topped up, so he only visits the five hundred or so monks who have been seen around the monastery during the previous day.
