When the current maintainer logs into http://pause.perl.org/, there will be options to make you a "CO-MAINT" of the particular module. That's how it is done when the current maintainer is present and cooperating.

Since you have a PAUSE ID, your part is now just to tell the maintainer to do this, and give them your PAUSE ID.
