You haven't posted the entire script - for instance, the processing of
$ARGV[0] is lacking.
Then, http://search.cpan.org/~gaas/libwww-perl-5.808/lib/LWP/Simple.pm isn't a valid HTTP Proxy
address. A HTTP Proxy is basically (sort of) a web server which asks other web servers on behalf of the connecting client, and that's not what you get addressing a single file on the CPAN search server.
