I don't think you can install AP 5.10 on Win ME. From the site of ActiveState, the requirements for this version are:
I tried to install ActivePerl on a Win 98 SE box and it gave me a hell of problems. And it was four years ago, don't remember the version. Rule One: "Do not act incautiously when confronting a little bald wrinkly smiling man."
