I presume what you want is to determine what's between the include tags, ignoring the leading '$CONFIGURATION_PATH$/'.

my ($desired) = $original =~ m{^<include>\$CONFIGURATION_PATH\$/(.*)</include>$};

Update: Removed stray slash in regexp.
