With JavaScript disabled you won't be able to use the search box (it's client-side, not server-side so that if you've downloaded a local copy of the docs then search will still work), the floating page index, the recently viewed pages list, the static title bar, and the drop-down to select Perl version.

If you're using NoScript you should be able to set an exception to allow scripts from perldoc.perl.org but still block them from other sites.
