How to find file ownership under NT (yuck)

I'm wondering how to go about getting the username who owns a particular file...

      No, under Win32, stat always returns 0 for both UID and GID (update: as does File::stat).

    It doesn't seem to like to install from the internet:

    I'll try the manual install...
