Auto creation of readme files

Win has asked for the wisdom of the Perl Monks concerning the following question:

Dear Monks,

Has anyone written a code snippet that will go though a load of directories and find Perl programs and then create readme files for each of these programs. The readme file name would have to be unique to each particular perl file. Within these readme files I would like the file name of the Perl program and also the directory location of each program. Some other information might be useful. Any thought on that would also be appreciated.

UPDATE: I would quite like the readme files to be distinguishable from each other.
