Since you seem to have limited options, I'll offer a few others. How about archiving the files with something that preserves the file attributes ? zip format perhaps ? Of course, you would have to have a scheduled job running on the webservers to unravel the zip file when it appears.
Another idea would be to use either smbclient ( from the
samba distribution )
or smbfs (if you happen to be using linux on the "push" side) to distribute the files to the web servers via CIFS.
