I would convert "Foo" to \&Foo without using an eval by using a closure:

        use warnings;

        my $x = shift();
        return sub { 
                my $y = shift();
                print "$x, $y!";
        }
}

use strict 'refs';

my $g = Foo("Goodbye");
print &$h("Bar");
print &$g("Baz");
