Indeed there are. You might like to try http://fast-matrix.cpantesters.org/. However, http://matrix.cpantesters.org/ appears to be working well at present too.
What is the right place to ask for support?
That will depend on the nature of the support you are looking for. There's the IRC channel and the mailing lists. You could visit https://noc.perl.org/ for more general operational matters. You could post in Seekers of Perl Wisdom if you have a specific query about how to use the service, etc. As a last resort you could try to message barbie or preaction here although neither has been around for years.
