I don't know... moving it up higher would be something, but even then I'd like to see it require either a couple of votes to FP it, or not get the option to FP it until it has reached something like $NORM rep... something. For that matter I'm not sure it should even be a separate vote, it could probably just be based on the rep of the main node...
certainly something needs to be done, the front page has had some pretty poor questions up there lately.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
