Sorry about the delay. I can't reproduce this problem. I used perlbrew to build perl 5.10.1, and installed Test::More via cpan and it worked without issue. Test::Harness is core:
corelist Test::Harness
Test::Harness was first released with perl 5
Perhaps there is an issue that requires sysadmin attention.
Update: So Spreadsheet::ParseXLSX requires Test::More v0.88. perl 5.10.1 includes Test::More v0.92. Something strange has happened to your perl.
