For what it's worth, my first Emacs was on Windows. And so was my first Perl.
If for whatever reasons you have no choice regarding the operating system, that combo can help getting your job done quite fine.

tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
