Much of this shifting trend (inconclusively) stems from a perception that Java is easier to work with on diverse development platforms (windows/unix/mac).
While not particularly true in practice (or going opposite to this in some Windows XP instances), that argument has shaped much of this trend in our own company. The IDE on perl is after all a good text editor mostly. Best counter-argument to Java: 14,000+ CPAN modules. If the job is worth doing at all, someone on CPAN has started it.
