I think you meant to say "use strict only works in the
current lexical scope" which is slightly different from
the current package. It could be that the two files
had stuff from the same package (eg the main one).

tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
