Whilst not to disparage your effort in this code, I would direct you to the Perl DateTime project at http://datetime.perl.org. The goal of this project is to produce a suite of inter-operable Perl modules for handling dates and times and clear the murkiness surrounding the overlapping functionality and differing interfaces and implementations between modules.

The advantages of using the DateTime family of modules are outlined on the frequently asked questions page on the project homepage:

• Large (and growing) collection of alternate calendars to the Gregorian calendar implemented by DateTime. You can freely convert and any of the DateTime::Calendar family (including the base DateTime module).
• The internal format of the DateTime module (and most of the other calendars) supports dates far into the past and future to nanosecond accuracy.
• DateTime uses the Olson Time Zone database (http://www.twinsun.com/tz/tz-link.htm) to support accurate time zone handling for all time zones in the world.
• DateTime supports full UTC (see http://aa.usno.navy.mil/faq/docs/UT.html) including leap second support.
• Powerful family of packages for defining Sets, Spans, Durations and so on. (the DateTime::Set manpage, the DateTime::Span manpage, the DateTime::Duration manpage).
• Growing collection of input and output filters to common formats, and a flexible parser generator (the DateTime::Format::Builder manpage) and an implementation of strptime (the DateTime::Format::Builder manpage).
