Multiple scratchpads with various permission models have been actively discussed amongst pmdev. And as davido said the patches most recently applied have moved us a long way towards having them. (Thanks castaway.)

OTOH, there has not been a policy discussion about it yet. My preference is to give an extra scratchpad to abbots as they currently have no other level powers. But my feelings on this arent particularly strong.
