Are you setting the cookie on a different domain to where you want it sent back? If so, this is not allowed for security reasons. The web browser will ignore you and send no cookie header. This makes your server think you don't have a cookie and it generates a new one.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
