cacls was the trick.
use File::Copy;
mkdir "test";
open (PH, "|cacls test /t/ /g VORDEFINIERT\Benutzer:F");
print PH "j\r\n";
close PH;
move ('movable', 'test/mov');
works fine! (I'm writing a 'j' to the process because i didn't find a switch to turn off the 'are you sure' question german)
